目标4~16V输入 12V输出 选用电路 

测试1 空载时 能稳定12V输出

测试2 120欧负载时稳定12V输出

测试2  带负载（30欧，20欧）输入电压大于12V时，稳定；输入电压低于12V时，准确11.6V时，输出电压随着输入的减小而减小即无法稳定在12V。示波器现象，19脚输出波形，高电平正常，低电平时有类似于正弦波的纹波。
