将电路图贴上来看看，另外请问测试时4V的负载是多大？以及您的输入输出电容是陶瓷电容还是其他什么材质的？
输出滤波器组合LC Output Filter Combinations见datasheet：http://www.ti.com.cn/general/cn/docs/lit/getliterature.tsp?genericPartNumber=tps62130&fileType=pdf 第十八页，不推荐用到4.7uH这么大的电感。

好像是布局不合理，按照datasheet里面的推荐布局重新设计之后解决了问题。
还可能手工焊元器件焊的不牢固。
总之是个低级错误。
布局loop不好，造成的noise过大
