Yes when the sense and tap voltages are left floating the device is allowed to be externally programmable with a resistor divider.

The LP2951DR and the LP2951CMX/NOPB are functionally devices that serve identical purposes. The two devices do have different datasheets detailing their testing conditions and exact specifications, but they are jellybean components that were designed by TI and National semiconductor respectively. TI acquired National Semi but kept producing this part for legacy purposes
