想请教个问题，TPS51116芯片有2个管脚S3和S5，是控制VDDQ,VTT,VTTREF的输出模式的，那我能不能将这2个管脚和另外一个电源芯片的输出使能管脚接一起呢？如果可以的话，是不是相当于起到了上电延时的效果啊？

是的，S3和S5类似于使能引脚，如果这个pin脚的高电压来的晚，则启动晚，就起到延时启动作用
