Safety requirement for Transformer

Hi All,

I has designed a flyback transformer and using EE13 vertical type bobbin, there are primary side, secondary side and bias side from core inside to outside. I select UEW type wire for primary side and bias side, and select TIW type wire for secondary wire.

I used basic insulation for primary side with secondary side, and same to secondary side with bias side, that means I only need to use one tape for primary side  with secondary side and secondary side with bias side. I used two tape to replace one tape from the point of view of reliability

But today one guy mention me I should select reinforce insulation for primary side with secondary side and secondary side with bias side. If all wire which i used is UEW type, he's right. the reinforce insulation must be used. But consider TIW type wire is used in secondary side, the reinforce insulation is not necessary. Am I right?

  Any comments are welcome.

Regards,

Eric
