PTH08220WAZ为什么输出电压偏高？

PTH08220WAZ为什么输出电压的输出范围应该是包含1V的 ： 为什么我按照下图所示的电路接的电压选择的Rset为20.5K输出为2V多！  本来应该是1V 却偏高了呢？

输出为什么会偏高这么多？                          如果Rset不接（即断开） 输出为1.8V  但是数据手册显示：断开得到的输出电压最小，为0.7V 这样说 输出也是偏高了！

为什么会这样：求大神解答，附图如下：
