I need more details on what we are trying to achieve here. I assume there's issues communicating with the device. What is being written here? Are you trying to read cell-1 voltage?
I would like to mention that the device address is 0x08 written as 7-bit. It is 0x10 with the LSB for R/W (see below). 
The BQ769x2 Software Development Guide explains the sequence to write and read to different memory locations (RAM, etc). It also shows I2C waveform captures.
