我现在使用TPS61070设计产品，输入电压采用的是3.7V锂电池供给，现在遇到的问题是，按照经典电路无法得到想要的3.3V。

TPS61070是同步升压芯片，不具备降压能力，所以当输入电压高出输出电压时不能降压。
你把输入电压降低到3.3V以下然后再看，是可以将电压升高到3.3V。
你可以选择带有降压功能的升压芯片，例如TPS61025：http://www.ti.com.cn/product/cn/tps61025
或者是升降压功能的芯片TPS63031: http://www.ti.com/product/cn/tps63031
