from talking with the design team and looking at the code it seems the gauge may do a short test again after ASCD in order to check if the short circuit event is still occurring. This may have been changed in the BQ40Z50 firmware compared to BQ4050 code. This is the only thing that would make sense with the given operation, there is no method for hardware to recover a hardware protection.

The BQ4050 behaves a bit different from the BQ40z50. It does 2 spikes to ensure fault is present.
