UC3842: The output pin has a 0 level,Why?

Dear experts,

           The first diagram is about the design of the chip's 1 comp pin,the yellow waveform in the second image is the chip pin 6 output pin.

You can see that there is a zero level of about 1ms for a while in the yellow waveform,

         I want to know why is this happening,and will this have any effect on the chip and the circuit? Does it have anything to do with soft-start?
