TPS54231工作不正常，请教（贴内有具体问题和原理图）

如上图，目前遇到的问题是：

首次上电，输出从2.几伏开始上升，然后升得很慢估计要10秒钟才达到预想的输出4.6伏左右。

但是一旦上升到4.6伏，断掉输入的12.5伏电压等待2秒再次上电，就很快会升到4.6伏。

然后如果断电多等一段时间例如20秒，再上电，就又是从2.几伏开始上升

请教专家这是什么原因
