关于tps53353无法正常输出的问题

输入为12v 输出为1.8v 相应原理图如下

电感实际焊接的为0.47uh 具体型号为 PCMC063T-R47MN 。 C312  R142 均未焊。使用中发现输出不正常。。示波器观测VREG 如下图

测试v12， EN_1.8网络均正常（EN_1.8通过fpga上拉）未出现毛刺和下降。pcb图如下所示

VREG在何种情况下 才会出现如图所示的 下降？问题到底出在哪？
