用TPS40210将9V升压到12V给电池充电，在空载和或电池较满时(电池12V)时能升压到12.5V,但是但电池为10V或11V时，就不能升压，GDRV没有输出，SS脚一直在跌落、升起，始终无法到5V以上，RC脚有正常600k的三角波，FB为622mv,ISNS脚3.5 mv,BP脚8.19V,COMP为0.6mv,请问这是怎么回事，电路如下
