VBUS为13v，IN脚未接入pwm，HS引脚上电就有12v左右电压是怎么回事

根据芯片数据手册“7.4 Device Functional Modes‘，您的设计中EN上拉至vbus,
LO和HO会根据IN脚状态输出，即使IN悬空或未给电压。
HS应该接到NMOS的源极，请参考芯片数据手册Figure 17。
