仿真器连接C6678测试成功，下载程序出错eeror-1180

板子：自己画的，两片6678菊花链形式连接到一个JTAG口

软件：CCS5.4

仿真器：SEED560V2PLUS

出现问题：配置好仿真器后，TEST CONNECTION 显示成功。然后点DEBUG，出错，错误如下

                   erro connecting to the target:

                  (error -1180 @0x0)

                  Device is held in reset. take the device out of reset, and retry the operation.

                  (Emulation package 5.1.73.0)

请问是怎么回事？
