编译没错，但是下载后不能运行

用的是logic pd的138的板子，例程使用的starterware的，试了好几个，编译都没错，debug后，能看到下载的进度条完成，但是运行的按钮式灰的，而且有一个错误，如下

C674X_0: Error connecting to the target: (Error -1180 @ 0x0) Device is held in reset. Take the device out of reset, and retry the operation. (Emulation package 5.0.681.0)
