C6713 flash上电无法正常从0地址加载

最近在用TMS320C6713做产品，发现在线调试时运行程序正常，但是将程序正常下载到外部的flash中却无法正常运行，经过在线跟踪发现，dsp没能从flash的0地址处将1k的一级bootloader程序搬到ram对应的地址中去，说明一下启动模式已经设置成16位的flash启动模式了。请问这种问题怎么解决？谢谢。
