参考TI C6678evm设计的板子，上电复位后SYSCLKOUT没有输出，连接上CCS后就有输出了，这是怎么回事？（DSP芯片是2.0版本的）
没有输出具体是怎么现象，测量的时钟完全没有么？SYSCLKOUT的输出频率取决于cpu frequency的配置，默认如果是no boot mode，其输出应该可能是16.7MHZ左右，接上ccs可能是ccs在链接板子时运行了gel文件进行PLL的配置，所有此时测量的SYSCLKOUT输出频率不一样。
