MDIO如何读写PHY寄存器，请参考K1_STK_v1.1\common\KeyStone_GE_Init_drv.c里的函数KeyStone_MDIO_PHY_Set_Reg。
另外，link up不上可能跟PHY的配置有关，具体配置需要咨询PHY厂家。
