DSP C6678 各电源模块对地电阻

自己用6678做的数据采集处理板，

DSP C6678 核电压 CVDD（0.95~1.05）未加电的时候对地电阻为12.6欧姆

  DVCC1V  对地电阻为26.7欧姆，  1.5V DDR模块和 1.8V IO模块对地电阻很大，

请问一下这是正常的吗？ 感觉 1V的电压对地电阻有点奇怪，正常的各模块对地电阻应该是多少？
