用此开发环境基于8148进行一路720p264编码开发，由于码率随图像变化波动很大，将enlink 264.c文件中的rateControlPreset设置为IVIDEO-LOW-DELAY后码率波动改善，但是没有IDR帧，除了第一帧，已经将IDRFrameInterval设置为1了，请问如何解决？
