设置h264 视频编码，为 cbr模式，设置码率为 3.5M ，如果支持 abr 建议设置为 abr 模式；

这个实际的输出码率，基本和设置的值是差不多的，编码出来的每个h264数据包的大小可以获取到，可以通过这个分析；
