6678，自制板卡，PLL 使能后立即报 Power Failure on Target CPU

手头有一块相同的板卡，可以正常使用调试；

这块为刚生产的，唯一区别在于芯片主频从1.0G换为1.25G；

现象：PLL失败，设为BYPASS模式可以通过别的测试，DDR初始化成功。

目前检查了各个电源电压正常，CORECLK正常,AVDDA1正常，且拆去该电压报错现象不一直，排除芯片虚焊；

下面该如何继续没有头绪，请各位帮忙
