这个是自协商能力寄存器，bit0置1表示使能自协商。

资料上对MR_ADV_ABILITY的描述 Advertised Ability. In SGMII mode, this value corresponds to the tx_config_reg[15:0] register value in the Serial-GMII specification.

bit0置1表示使能自协商这个没看到相应描述啊？？？
