C6678pcie配置为EP模式，arm芯片配置为rc模式，上电先运行6678的pcie初始化配置，otbound和inbound后，linux系统运行，扫不到c6678的pcie节点

首先使用lookback模式，程序跑到keystone_PCIE_Init后，就打印PCIE start link training 停在这里了
