检查一下板子的时钟和电源部分是否正常，配置target的时候有没有加载gel.
你好, 请问你的OMAP-L138芯片是secure boot版本的么?
型号后缀带"E"的表示带secure boot功能, 需要解锁后才能用JTAG口调试. 但每次断电后, 你要重新执行你的解锁步骤, 所以每次这样很麻烦, 我们不建议客户在security芯片上调试开发程序, 建议你先在non security芯片上调试后, 最后再用security芯片上. 看看下面的帖子http://e2e.ti.com/support/dsp/omap_applications_processors/f/42/p/119723/430670.aspx#430670
