C6416连不上仿真器请教!

     这几天在调C6416的板子：经测试电源、RST信号都正常，外部配置引脚也都检查过，不过总是连不上仿真器，报错如下：

Abort: Close Code Composer Studio.
Retry: Try to connect to the target again.
Cancel: Remain disconnected from the target
Diagnostic: Run diagnostic utility.
 
     另外测试了JTG各信号:在接上XDS510但不connect的时候各个信号均正常(clk&clk_ret均有时钟,约为10M多)；在connect时TDI有信号给DSP,但是TDO始终为高电平(开发板在connect时TDO有信号)。所以想请教下哪位知道TDO在什么条件下会返回信号(或者说:TDO无返回信号可以推断出有哪些故障可能)？
     请知道原因的高手帮忙解答下!十分感谢!
