PCIESS作为RC时，主动访问外部资源时TLP是如何生成的：
1、DMA传递时，组装成TLP，根据最大的outbound payload来组TLP的？
2、如果没使用DMA，直接使用Cortex-A8访问呢？4字节就组装成一个TLP？
