OMAPL138在上电后读取不到bootcfg 寄存器的数值，导致无法从NOR FLASH启动，请问有可能的原因是什么？

#1：用万用表量下拨码开关那里boot引脚的高低电平分别是多少，是否满足高低电平的要求。
#2：bootcfg是个寄存器，怎么能读不到值呢，还是读到的不正确？
