DM6467用CCS下载UBL和UBOOT出现问题

最近做了两块DM6467视频板，第一块功能完好，第二块用下载UBL和UBOOT出现问题，ARM始终连不上，报错：

打了下24M和33M晶振电压，24M为1.2V，33M基本为0V，不知道是不是DM6467没焊接好还是晶振坏了，求高手帮助啊
