就你问题而言，如果ARM可以控制mcasp/mcbsp寄存器，就可以由ARM来控制AIC芯片。
CE是基于DSPLINK的。也就是CE的底层通信还是通过dsplink。CE主要用于音视频的处理，API是固定的。双核通信的内存可以外部的。
