L138 SPI boot模式要求如下：

SPI EEPROMs must use 16-bit addressing, while SPI flash chips must use 24-bit addressing.

The read command opcode for the SPI flash device must be 0x03.

the received data is sampled at the rising edge of the clock and the data to be transmitted on the falling edge of the clock
