5509a连仿真器的奇怪问题

不同项目做了好几块不同的5509a的板子，但是发生如下怪问题：

基本上做的板子用xds100v2仿真器连接不上，但是用xds510plus却可以。

每个板子上电后，cllkout都是由输出的。设计上也是严格按照手册设计的。

请问这可能是什么原因造成的呢？
