芯片上电后发热

做的一个板子，达芬奇芯片在上电后发热很严重（用手触摸，感觉很强烈），而另外一块相同的板子上的芯片却没有那么严重。请问可能的原因是什么？如何才能解决呢？另外，测量1.2V的静态对地电阻只有30欧姆左右，而且示波器观察发现1.2V电源有一些杂波，这些和芯片的发热有什么联系吗？谢谢。
