C6701的ROM加载如何解决？

各位老师：

        文档上写6701的ROM boot方式下，要从CE1读取64K字节的数据，我想使用二次加载的方式，bootloader的大小肯定在1K字节以内，能否使用FPGA来创建1KB的空间来存储bootloader，而6701在读取1KB之后的数据时，送无效数据给它，这样能正常完成bootloader的二次加载吗？这种方案可行吗？FPGA内部建64K的空间实在太难。
