现象：用DM6467T的开发板做高清视频编码，H.264。
每90帧重新生成SPS,PPD,IDR。
第一次也生成SPS,PPD,IDR，跑到VIDEC1_Control返回成功，接下来，调Venc1_Process就没返回了。
但不设SPS,PPD，只设IDR也能跑。
想问下：1、SPS,PPS如何设？
2、SPS,PPS有什么用？
3、SPS,PPS,IDR间的关系？
