DM8127 一般是在 ipnc 的sdk 开发；这个在网上无法直接下载；
需要联系TI当地的FAE，签NDA协议获取；
一般是在ubuntu系统中编译开发，可以是虚拟机
如果是买开发板的话，RDK，包括虚拟机环境都会给您的。
