H.264编码中的nal_reference_bit

Dear all，

    最近弄DM388的时候，发现一个比较奇怪的问题，所以还是想弄清楚一下。

    之前接触的DM36X系列的摄像机，H.264的NAL中，nal_reference_bit值都是0x11，而现在DM388的话，编码出的数据变成了0x01.

    不知道这个值是从哪里得出来的？能改成0x11么？
