xds560plus仿真器不能connect target （c6713的板子）

TMS320C671X: Error connecting to the target: (Error -2081 @ 0x1BC002C) Device functional clock appears to be off. Power-cycle the board. If error persists, confirm configuration and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 5.0.747.0) 

上面是点击connect target 之后，console里面现实的信息，查了很多都没有能够解决。

求助！！！

我用的是ccs5.2软件 seed-xds560plus 仿真器，可以launch，就是不能connect target。。
