HDC3020: When dripping water onto the sensor, a reading of 0% should not occur.

1. I configured to read the register value once every 250ms.
2. Water was dripped onto the sensor, expecting to briefly read 0%, but it was never read even once.
3. I'd like to know why 0% cannot be read. I've tried several sensors, and the results are all the same.
4. Could you help analyze where the problem might be?
