Based on this message, you are trying to flash firmware onto the UCD3138 via JTAG and Code Composer Studio (CCS). This requires the XDS110 debugger, as shown in the error message's title.

The USB-TO-GPIO2 is a PMBus/I2C adapter, not a JTAG adapter. The USB-TO-GPIO2 uses the Fusion Digital Power Studio GUI to communicate with the UCD3138. Please see the UCD3138x Training Videos for information on general setup and debug.
