如何使用HCI tester 工具控制CC2540 进入广播状态呢？

我试过自己编写XML ，令模块进入广播状态，设置了Reset ，adv parameter，adv data，adv scan rsp data，adv enable，部分命令只有outgoing ，没有incoming，说明模块没有响应，如何解决？
