CC2538有个SysctrlPowerModeSet函数可设置CPU的sleep mode，但是在CC2630的库函数里面并没有，只有SCR的寄存器里面有提到CPU的睡眠模式和深度睡眠模式
standby,sleep可以通过寄存器设置的。
