CC2642R-Q1: JLink烧录hex和s19文件

蓝牙编译生成的hex和s19文件，烧录hex可以正常运行(通过诊断可以读到蓝牙版本号)，烧录s19运行有问题(诊断读出来为空)，用jlink对比发现，前面的数据都是一样的，只是hex后面有数据，而s19后面为全FF，是不是有什么区别或者需要做什么处理？
