何时进入低功耗状态是协议栈自己控制的。当BLE不处在广播状态，OSAL又没有事件要处理，就会进入低功耗模式。但是如果进入PM3模式的话，需要外部中断才能唤醒。不知道是什么应用场景需要实现您说的功能，如果是类似CC2540 USB dongle这样的应用，其实CC2540 USB dongle就是个很好的例子。
