flash program及SmartRF Studio 7找不到设备（cc2540-mini）

1. 插入电脑USB接口，windows 7系统提示Unknow device

2. CC DEBUG的LED显示灯一直是红色的

3. 用flash program及SmartRF Studio 7工具都没有说明书上那样显示设备。

另外，接线肯定是对的。
