zigbee 空中下载显示设备没有oad 使能啊

我现在可以打开这个oad.exe,搜索到panid网络 加入网络，并搜索到64ieee地址，但设备没有oad开启，这个设备里的程序是boot和generic.hex的合并，外接m25pe16falsh，generic。hex根据ti官方文档进行配置，板子是smartrf04eb的，是啥原因呢，对了oad界面显示ieee地址是黑色的
