网络管理者NWK_MANAGER能在模块运行时配置吗？

HI，

就像在ZSTACK 2.4.0里的sampleApp里，可以通过BUILD_ALL_DEVICES 将路由器、协调器一起编译到模块里，然后在模块上电的时候判断一个跳线（jumper）来决定是运行哪个角色。

那么网络管理者的角色也能这样吗？

比如上电时根据跳线的情况来决定自己是否是管理者，而不是在编译的时候通过宏来指定哪个设备是管理者？
