TMS3705上电以后 D TST没有信号输出，同时 给TXCT脚提供50ms的信号，在SCIO引脚上也没有反应，
硬件环境：
TMS3705使用5V供电 控制器使用的是STM32 信号电平使用三极管进行转换，测试TMS3705端波形信号幅值为3.7V，可以满足TMS3705 的要求
