当REJOIN_POLL_RATE小于POLL_RATE时，节点加入网络失败，ZDApp_ProcessNetworkJoin触发执行时nwkStatus不等于ZSUCCESS。这个超过3次，函数ZDO_SyncIndicationCB就会触发。
你是rejoin，说明之前已经加入过网络了
REJOIN_POLL_RATE只是宏定义的一个参数啊，只有在已经加入网络后才有效，但是我的节点根本就没有成功加入网络啊。
